GENERAL SHUTLAN

AHKAMIAN ( 67 non white male) GENERAL VICTOR SHUTLAN is the head of Ahkam’s entire military. He is a commanding presence and can be overbearing, though he truly cares about the safety of his home world. Behind closed doors, he views the arrival of the Earthlings as an alien invasion and is on a mission to stop it.  He is a man who believes that the end justifies the means, and his secret involvement with the Saros makes him a formidable opponent to a peaceful integration.

Victor Shutlan, an influential Ahkamian, holds a crucial role in the events following the arrival of Earthlings on his home planet, Ahkam. A fierce hawk, born in the military base city of Uknac in the Iron Mountains, Shutlan was raised under the stern guidance of his military parents who demanded nothing short of excellence from their children. This upbringing, alongside the tragic loss of his older brother at a young age, molded Shutlan into a steadfast and relentless individual. Following his brother's death, his family relocated to the Alpha Settlement deep within the jungle, where his mother assumed command.

Shutlan's life took a dramatic turn following a major rebel attack on the Alpha Settlement. It was at this time that he became aware of the Saros, a militaristic rebel group that was shifting their focus to covert operations. He befriended an individual affiliated with the Saros, which sparked his empathy towards the rebel group and laid the foundation for his secret alliance with them.

Despite his secret allegiance, Shutlan pursued a military career, swiftly climbing the ranks due to his toughness, intolerance for insubordination, and commitment to protecting Ahkam. He earned the position of Ahkam’s top general, a role he assumed three years prior to President Calum’s election. Although their views often clashed, Shutlan's devotion to Ahkam never wavered. His dedication to his planet and his secret involvement with the Saros illustrate a man who believes in the axiom that the end justifies the means. Viewing the arrival of Earthlings as a threat to Ahkam's sovereignty, Victor Shutlan remains a pivotal figure in the unfolding story of Ahkam.
